JMS not working for local solace event broker

I am trying to use JMSToolBox and trying to connect my local solace event broker at Docker-localhost. Somehow its not working and I am getting below error.

java.net.ConnectException: Connection refused: getsockopt
I tried to Turnoff Zscaler , but same error.
